1. Overview

  1. The Commercial Space & Water Heating Rebate (the “Program”) is administered by SaskEnergy Incorporated (“SaskEnergy”) and funded by SaskEnergy and Saskatchewan Power Corporation ("SaskPower"). It is designed to stimulate investment in energy-efficient furnaces, boilers, tankless water heaters, condensing water heaters, tank water heaters, heat recovery ventilators (HRVs), infrared tube heaters, variable speed ECM (electronically commutated motor) pumps, and rooftop units (the “Unit(s)”) that will reduce natural gas and/or electrical usage and associated operating costs. 
  2. The Program is targeted to both commercial new construction and the commercial replacement market.
  3. The Program commenced on September 1, 2022. The revised Program terms and conditions are effective April 10, 2024. SaskEnergy may change or cancel the Program at any time, without notice, at its discretion.
  4. The Program offers a rebate payment to partially offset the higher purchase price of higher efficiency Units.
  5. After January 1, 2024, Units must be installed by a licensed contractor (the "Contractor") with a valid license through the Technical Safety Authority of Saskatchewan ("TSASK"). 

2. Eligibility Criteria

  1. A person or entity applying under the Program (the “Applicant”) must be a building developer, builder, building owner or owner's designated representative. The Applicant may also be the Contractor. 
  2. Applicants must be or represent a SaskEnergy customer. If the Applicant is a Contractor, then the owner of the building or property where the Unit was installed must be a SaskEnergy customer. 
  3. The building or property where the Unit is installed must be located in Saskatchewan and the Unit(s) must use natural gas (with the exception of HRVs and variable speed ECM pumps).
  4. Unit(s) must be used for indoor space heating, domestic hot water and/or pool heating loads. 
  5. To be eligible for equipment rebates the existing equipment being replaced must not be eligible for manufacturers’ warranty.
  6. Only eligible Units under the Program qualify for the Program rebate (see section 4.0).
  7. Effective January 1, 2024, Unit(s) must be installed by a Contractor with a valid license through TSASK. 
  8. For installations prior to January 1, 2024, the Unit(s) must have been purchased from, and installed by, a participating Network Member. 
  9. Only commercial buildings are eligible. Examples of eligible buildings include: retail stores, municipal buildings, apartment buildings (refer to 2(i)), strip malls, dental clinics, restaurants, churches, community halls, buildings owned or operated by non-profit organizations, and non-residential farm buildings, such as barns or mechanical shops.
  10. Apartment buildings where multiple dwellings are served by a central heating unit are eligible under the Program.  Other residential housing such as row housing, duplexes, or houses that have been converted to apartments are not eligible.  Residences that have a commercial element, such as a bed and breakfast, are not eligible. Please visit saskenergy.com to see if other programs are available for such buildings. 
  11. Garage structures (urban/rural) are not eligible unless they (i) are detached; (ii) have 100% of the floor space used for commercial/non-residential use; and (iii) are metered separately/have a dedicated meter.  Attached residential garages are not eligible.
  12. Applications must be received by SaskEnergy within 60 days of the completed installation. 
  13. Applicants that, directly or indirectly, are operated or owned by, or receive their primary funding from, the Province of Saskatchewan or the Government of Canada are not eligible to receive rebates under the Program (e.g. hospitals, schools, government departments and ministries, Crown Corporations, RCMP, RCAF, Service Canada, etc).  
  14. Applicants who receive a rebate through the Program agree not to apply for or receive any rebate or incentive through any other provincial energy efficiency rebate program (e.g. SaskEnergy Commercial Boiler Rebate) in relation to the same Unit(s).
  15. Applicants with an annual natural gas consumption in excess of 660,000 m3  are not eligible.
  16. The Contractor (or the Network Member, for pre-2024 Unit installations) is responsible for the safe removal and disposal/recycling of old equipment in accordance with all applicable laws. 

3. Program Process

  1. Applicant's chosen Contractor or qualified professional determines the capacity and number of Units required to meet the space and water heating requirements of the building. 
  2. The Applicant or Contractor, as the case may be, must visit the Program page on saskenergy.com to complete the online application form. This form collects information including, but  not limited to, the Applicant's name, contact information, installation address, mailing address, SaskEnergy account number, old equipment information, new equipment information, information about the commercial building, and a copy of the invoice from the Contractor including the make and model of the installed Unit(s). 
  3. If the Applicant or Contractor cannot apply online, they can fill out a Commercial Space & Water Heating application form and mail or email it and the invoice to SaskEnergy.
  4. Once the application and applicable documentation has been received, SaskEnergy reviews all documents to determine if they meet all Program requirements. If approved, SaskEnergy issues rebate payment via cheque or bill credit, in its sole discretion, where applicable, to the Applicant within 6 to 8 weeks of receiving and approving the application. If the documents are not in order, SaskEnergy may ask for additional documentation or information. If the application is invalid or can otherwise not be processed, SaskEnergy will advise the Applicant. 

4. Eligible Units

  1. All space and/or water heating Units installed must use natural gas (with the exception of HRVs and variable speed ECM pumps).
  2. The Unit(s) must be new. Used or rebuilt units are not eligible for a rebate.  
  3.  All Units must be specifically identified on one of the eligible equipment lists available on saskenergy.com. Eligible equipment lists are subject to change without notice.
  4. All Units must be installed in accordance with the manufacturer's specification and must comply with applicable laws, codes, standards and ordinances.
  5. Furnaces, tank water heaters, condensing water heaters, rooftop units, and variable speed ECM pumps must replace existing space and water heating equipment. For all other equipment, both replacement and new construction markets are eligible.         
     
  6. Eligible furnaces          
    Furnaces must:
    • be a 96.0% - 96.9% annual fuel utilization efficiency (AFUE) natural gas furnace; or
    • be a 97.0%+ AFUE natural gas furnace.
  7. Eligible boilers          
    Individual boilers must:
    • be a minimum 90%+ AFUE/Thermal Efficiency in the replacement market, or
    • be a minimum of 95%+ AFUE/Thermal Efficiency for new construction; and
    • not exceed input rating of 400,000 BTU/hr. Total boiler plant input rating must not exceed 700,000 BTU/hr (a boiler plant may be made up of 1 or more boilers).  
  8. Eligible HRVs         
    HRV(s) must:
    • have a minimum sensible heat recovery effectiveness (SRE) of 65%; and
    • have one of the following standard/performance testing documents completed: AHRI Standard 1060 (IP), ANSI/AHRI Standard 1061 (SI), ANSI/ASHRAE/IES Standard 90.1, ASHRAE Standard 84, AHRI/ARI Certification program, CAN/CSA C439-18, HVI Rated Energy Performance, ENERGY STAR® certified.
  9. Eligible tankless water heaters         
    Tankless water heater(s) must:
    • be ENERGY STAR® certified.
  10. Eligible tank water heaters         
    Tankless water heater(s) must:
    • have been ENERGY STAR® certified as of April 1, 2023.
  11. Eligible condensing water heaters         
    Condensing water heaters must: 
    • be ENERGY STAR® certified.
  12. Eligible infrared tube heaters         
    Infrared tube heater(s) must:
    • have a minimum infrared heater input rating of 40,000 BTU/hr per Unit;
    • be used in an indoor space heating-application only (e.g. outdoor patio heaters are not eligible).
  13. Eligible rooftop units        
    Rooftop unit(s) must:
    • be minimum two-stage, gas-fired with an economizer;
    • be no less than 5.4 tons and not exceed 20 tons, with a minimum energy efficiency ratio (EER) of 12 and integrated energy efficiency ratio (IEER) of at least 14.6 for units 5.4 to <11.25 tons cooling capacity or IEER of at least 14 for units 11.25 to 20 tons cooling capacity. 
  14. Eligible variable speed ECM pump        
    Variable speed ECM pump(s) must:
    • have a primary function of distributing space heating for the building;
    • must not exceed 1500 watts.

5. Rebates

  1. Furnace rebate will be calculated as follows: 
    • $325 for each 96.0%-96.9% AFUE natural gas furnace (replacement).  
    • $650 for each 97.0%+ AFUE natural gas furnace (replacement).
  2. Boiler rebate will be calculated as follows: 
    • $10 per MBH (1000 BTU/hr) for the first 600 MBH of total boiler plant input, and $3 per MBH thereafter, up to a maximum of 700 MBH of total boiler plant input, with 90%+ AFUE/Thermal Efficiency (replacement). 
    • $10 per MBH (1000 BTU/hr) for the first 600 MBH of total boiler plant input, and $3 per MBH thereafter, up to a maximum of 700 MBH of total boiler plant input, with 95%+ AFUE/Thermal Efficiency (replacement or new construction).  
    • maximum boiler rebate is $6,300 per building or property. 
  3. HRV rebate will be calculated as follows: 
    • $0.75 per CFM for each eligible HRV up to $5,000 per building  or property (replacement or new construction).
  4. Tankless water heater rebate will be calculated as follows:  
    • $1,000 for each eligible ENERGY STAR® certified tankless water heater (replacement and new construction).
  5. Tank water heater rebate will be calculated as follows:  
    • $250 for each eligible ENERGY STAR® certified (as of April 1, 2023) tank water heater (replacement).
  6. Condensing water heater rebate will be calculated as follows:
    • $5 per MBH (1000 BTU/hr) for each eligible ENERGY STAR® certified condensing water heater to a maximum of $10,000 per building (replacement). 
  7.  Infrared tube heater rebate will be calculated as follows:
    • $600 per eligible Unit for Units with single stage heat (replacement or new construction);
    •  $1,000 per eligible Unit for Units with dual stage / modulating heat (replacement or new construction);
    • $1,200 per eligible Unit for Units with condensing heat (replacement or new construction).
  8. Rooftop unit rebate will be calculated as follows:
    • $60 per ton for Units 5.4 to 20 tons (replacement) 
  9. Variable speed ECM pump rebate will be calculated as follows:
    • $30 for each Unit <100 watts (replacement);
    •  $0.40 per watt 100 watt - <1500 watts (replacement).
  10. Rebates cannot be assigned or transferred by the Applicant.

6. Additional Terms & Conditions

  1. SaskEnergy reserves the right to amend, modify or terminate the Program at any time with or without notice, and is not obligated to make any payments whatsoever. 
  2. Program funding is limited. SaskEnergy and SaskPower, in their sole discretion, reserve the right at any time to limit the number of rebates, and/or the amount of a rebate, payable to an Applicant or in respect of a building.
  3. If SaskEnergy amends or modifies the Program after an application is received and approved by SaskEnergy, the Applicant cannot resubmit an application for the same Unit under the amended or modified Program. 
  4. Applicant acknowledges their Unit(s) may use less natural gas and/or electricity and produce fewer emissions.  Applicant agrees to permit SaskEnergy and SaskPower to view the utility bill(s) and measurement information for the building containing the new Unit(s) to monitor and publicly report on changes in energy consumption as a result of the new Unit(s). All information regarding energy consumption used in promotional material will be aggregated with other buildings in the Program and/or anonymized.
  5. SaskEnergy and SaskPower reserve the right to audit and/or collect information related to the Program, which includes, but is not limited to: rebates paid through the Program; the right of a SaskEnergy or SaskPower representative, contractors and agents, to access the premise upon 48 hours prior notice, either before or after a rebate is paid; and the right to review the Applicant's customer billing data. By signing this application, the Applicant consents to SaskEnergy and SaskPower sharing its information with other agencies such as TSASK in order to confirm a permit was issued to a licensed Contractor for the Unit(s) installed for which this rebate application is being submitted. 
  6. SaskEnergy, SaskPower, or an authorized third party may contact Applicants to conduct survey(s) regarding the Program or to follow-up with the Applicant with respect to the Program and/or the Unit(s) installed. 
  7. Applicant agrees to transfer to SaskEnergy and SaskPower, ownership of greenhouse gas reduction credit and/or carbon credit associated directly or indirectly with the Unit. 

  8. In addition to these terms and conditions, the Program, and any rebate payments made under the Program, are subject to terms and conditions contained in the application form and related documents (see section 7.0). In the event of a conflict, the terms and conditions stated herein will prevail. 

    Use and disclosure of information
  9. By submitting an application or authorizing a Contractor to submit an application, the building developer, builder, building owner, or owner's designated representative agrees that SaskEnergy, SaskPower and/or an authorized third party may: (i) contact the Applicant by phone, mail, email or other method to administer, implement, evaluate and research all elements of the Program, verify information, and to conduct surveys; (ii) collect and use information (including personal information) contained in the application or acquired during participation in the Program and may disclose the information to affiliates agents, and Contractors, to administer, implement and evaluate the Program, to conduct research, to confirm eligibility, to verify compliance, for quality assurance, and to develop other energy efficiency programs; and (iii) retrieve account information and bill data for a period of 5 years prior to, and 5 years after the Program, and to collect, use and disclose such information and data pursuant to (ii) above. 
  10. All personal information received pursuant to section 6.0 (i) (ii) shall be handled in accordance with SaskEnergy's Privacy Policy.         

    Representation and Warranties
  11. Applicant represents and warrants that it complies, and will continue to comply, with the Program eligibility criteria contained herein. 
  12. Applicant represents and warrants that all information provided in relation to the Program is complete, true and correct.  Applicant agrees it will notify SaskEnergy in the event there is a material change in its application or information provided.         

    Default
  13.  In the event the Applicant fails to adhere to the terms and conditions contained herein, SaskEnergy reserves the right to void the application documents and SaskEnergy will be released from any and all obligations under the Program.  In the event the Applicant fails to adhere to these terms and conditions, is or becomes ineligible for any reason to receive a rebate paid to it, or receives a rebate in error, SaskEnergy reserves the right to collect any rebate paid as a debt owed to SaskEnergy.          

    Liability
  14. SaskEnergy and SaskPower will have no ownership interest in the Unit(s). 
  15. SaskEnergy nor SaskPower, not being the designer, supplier or manufacturer of the Unit(s), makes no representation or warranty, express or implied, as to the fitness, design or capability of the material, Unit(s) or workmanship in the Unit(s), nor any warranty that the Unit(s) will satisfy the requirements of any law, specification, or contract.  
  16. Applicant will be solely responsible for and shall indemnify and save harmless SaskEnergy, SaskPower and its subsidiaries and its respective employees, directors, agents, contractors, sub-contractors and representatives from all claims, demands, causes of action, suits, judgments and penalties whatsoever and wheresoever arising out of or in relation to the Program including, without limitation, those made or sustained in respect of property damage, personal injury (including death), infringement of copyright or trademark, builders or other liens. 
  17. SaskEnergy and SaskPower do not endorse any particular manufacturer, product, system, design, supplier or installer in relation to the Program. 
  18. SaskEnergy and SaskPower do not guarantee that the Applicant will benefit from reduced utility costs as a results of the Unit(s).         

    Tax Implication
  19. SaskEnergy will not be responsible for any tax liability imposed on the Applicant as a result of payments of the rebate.  For GST Registrants, rebates received by the Applicant include GST which must be remitted by the Applicant to the Receiver General of Canada.

7. Documentation

  1. SaskEnergy is not responsible for lost, delayed, damaged, illegible or incomplete applications.
  2. The following documents must be submitted to SaskEnergy:
    • Completed application form acknowledged by the Applicant or Contractor.
    • Sales invoice that shows Applicant and Contractor(s) name; installation address; make(s) and model(s) of the installed Unit(s), and date of installation.
